The 2019-2020 Board of Directors was appointed at the Annual General Meeting held on May 27, 2019.

CCAT hosted its Annual General Meeting on February 25, 2026. The members approved substantially revised by-laws and elected a new Board of Directors. 

We thank our outgoing directors Claire Anderson, Orlando Da Silva, Emily Drown, Athanasios Hadjis, Katherine Hardie, Jodi Keil, Catherine Lapointe, Virginie Massé, Theresa McGee,  Charita Ohashi, Patti Pacholek,Vandana Patel and Thomas Vulpe for their commitment to administrative justice excellence. They volunteered their time and expertise to make meaningful contributions to CCAT’s activities and programs and to strengthen member engagement and value. We are. 

CCAT is grateful to outgoing Chair Sylvie Seguin for her leadership and significant contributions to CCAT during her term. 

We are pleased to welcome our new and returning directors and look forward to the important work ahead.  CCAT welcomes Elsy Chakkalakal in her new role as CCAT’s new Chair.

2026 CCAT Incoming Board Of Directors:

Chair – Elsy Chakkalakal

Elsy is a senior executive and seasoned public-sector lawyer with more than 25 years of experience providing strategic legal advice, leading complex investigations, managing corporate operations, and guiding governance in independent oversight bodies. She has been a CCAT Board member since 2017 and Treasurer since 2023.

Past Chair - Sylvie Seguin

Mme Sylvie Séguin is a lawyer and serves as Vice-President of the Police Ethics Administrative Tribunal (TADP). A graduate of the Université de Montréal’s Faculty of Law and a member of the Barreau du Québec, she has extensive experience in public law and administrative governance. Before joining the TADP, she practised law in the private sector, worked with the Office municipal habitation de Montréal, and served as a board member (régisseuse) at the Régie du bâtiment du Québec from 2012 to 2019. She also held part-time adjudicative positions between 2005 and 2012 before various Quebec administrative tribunals.

She served as Chair of CCAT from 2023 to 2026.

Treasurer - Kathy Penney

Kathy is the CER’s Deputy Lead Commissioner and a former permanent member of the Canadian Nuclear Safety Commission, brings over 25 years of regulatory, environmental, health, and safety (HSE) experience in both the public and private sectors. She has extensive expertise in environmental assessments, HSE assurance and compliance processes, quasi-judicial and federal government project hearings, community consultation, and engagement with Indigenous Peoples. Kathy holds a Master of Science from the University of British Columbia, a Bachelor of Science from the University of Toronto, and an Executive Management Certificate from Queen’s University. She is also a Pearson College scholar. 

Chair, Finance and Audit Committee - Jacqueline Corado

Jacqueline is currently a senior executive in the public-service and former adjudicator with a vast experience in litigation (in both the public and private sector), decision-making and management of administrative tribunals and legal teams. She has been with CCAT for over a decade occupying various roles and being part of various committees.

Chair, Education Committee - Emily Crocco

Emily Crocco is full-time Chairperson at the Canada Agricultural Review Tribunal.  She has extensive experience in administrative law, having been legal counsel at the Security Intelligence Review Committee and RCMP Public Complaints Commission and an adjudicator for Ontario’s Landlord and Tenant Board and Criminal Injuries Compensation Board.  Emily has an LL.B. from McGill University and a B.A. in Politics and History from Brock University.

Chair, Tribunal Excellence Committee - Parand Meysami

Parand Meysami holds a bachelor of science in chemical engineering from Sharif University of Technology in Iran, a master’s of science in environmental engineering from the University of Calgary, and a bachelor of laws (LL.B.) in international law and legal studies University of London, England. She has worked for three decades in the energy industry in various leadership roles. She is a member of Canadian Sustainable Jobs Partnership Council, a member of the board of directors at the Canadian Council of Administrative Tribunals, a member of APEGA Appeals Board, and a public member at Canadian Judicial Council. Ms. Meysami served for 9 years as a hearing commissioner at Alberta Energy Regulator.

Chair, Outreach and Engagement Committee – Jaimie Graham
Jaimie Graham is legal counsel for the Alberta Utilities Commission. She holds a LL.M. from the University of Calgary, a JD and MA from Queen’s, and a BA from Wellesley College. Her work experience includes roles with the Government of Canada, the Yukon Utilities Board, and the Alberta Electric System Operator.
Jaimie has volunteered with CCAT since 2023, as a member of both the Tribunal Excellence Committee (TEC) and the Truth and Reconciliation Commission. She was chair of the TEC’s inclusion, diversity, equity, and accessibility working group.
Chair, Truth and Reconciliation Committee - Matthew Oliver

Matthew is an engineer who served previously on a WCB appeal tribunal, was Chief Regulatory Officer for the Alberta engineering & geoscience regulator, and is now a Commission Member with the Alberta Utilities Commission. He is a veteran of the RCAF and citizen of the Red River Métis.

Christopher Bredt

Chris is an arbitrator and mediator with ADR Chambers. Chris has considerable expertise in public law, including regulatory issues in the areas of professional discipline, securities, constitutional and First Nation issues. 

Chris has extensive experience in adjudication and mediation in the area of professional discipline. He was a member of the Law Society Tribunal from 2008 – 2024 and served as Vice-Chair of the Appeal Panel from 2016 to 2019. He was a member of the Ontario Judicial Counsel from 2016 – 2023, sitting on discipline proceedings involving provincial court judges. He chairs discipline panels for CIRO – Canadian Investment Regulatory Organization. Since joining ADR Chambers in the Fall of 2023, he has conducted numerous mediations and arbitrations.

Prior to joining ADR Chambers, Chris was a senior litigation partner/counsel at Borden Ladner Gervais LLP. He was the Chair of Borden Ladner Gervais’ National Public Law Group and was selected by peers for inclusion in The Best Lawyers in Canada (Administrative and Public Law) and recognized in Lexpert®/American Lawyer Guide to the Leading 500 Lawyers in Canada. He has a B.A. and LL.B. from Western University, an LL.M. from Yale, and a D.S.U. (Droit Administratif) from the Université de Paris II. From 1979 1980 he clerked for Mr. Justice W.R. McIntyre of the Supreme Court of Canada. He was called to the Bar in Ontario in 1984 and has appeared as counsel at all levels of the courts in Ontario, the British Columbia and Federal Courts of Appeal, and at the Supreme Court of Canada.

Candace Salmon

Candace is a lawyer and administrative law specialist with over ten years of experience working with federal and provincial courts and regulatory bodies. She holds a Bachelor of Laws degree from the University of New Brunswick and a Master of Laws degree from York University, where her graduate research focused on access to justice in Canada. She also holds a Graduate Diploma in Court Administration from York University and is a member in good standing of the Law Society of New Brunswick.

Her expertise encompasses court governance, procedural fairness, regulatory decision-making, and access to justice reform. Before joining the Canadian Nuclear Safety Commission as Registrar, Candace was a Governor-in-Council appointed member of the Social Security Tribunal of Canada, serving in both the General Division and the Appeal Division, where she led initiatives to improve consistency and reduce delays in complex appeals. She was previously appointed to a provincial administrative tribunal, contributing to fair and effective arbitration in various contexts, and has worked as a lawyer in private practice.

Paul Aterman

Paul Aterman is committed to making justice systems simple, quick and fair – so that they work for the people who need to use them. He served as the Chairperson of the Social Security Tribunal of Canada from 2018 to 2023. Now he offers consulting and training services to tribunals, regulators and government. He also sits as an adjudicator on Ontario’s Law Society Tribunal.

He is a lawyer with extensive experience in human rights, immigration and refugee matters, workers’ compensation and tribunal management. Mr. Aterman has held senior positions at the Immigration and Refugee Board of Canada, as a Vice-Chair of the Human Rights Tribunal of Ontario, as well as working at Canada’s Privy Council Office.

Mr. Aterman holds a Bachelor of Arts from Oxford University and a Juris Doctor from the University of Toronto. He was called to the Ontario Bar in 1988 and remains a member of the Law Society of Ontario. He volunteers as the Vice Chair of the Board of Directors of the Center for Plain Language, as a member of the Board of Directors of the International Plain Language Federation…and as a gardener at the Shepherd’s of Good Hope community garden.
